After removing mosquitto from systemctl things are (at least close) back to normal. The CPU usage is now pretty much on the same level as with RPi2, but I guess there shouldn't be any kind of big effect in any case. Do you run Domoticz beta? If not then try the Beta and see if it helps. I say this because Domoticz stable doesn't support Stretch while beta does. Well yes, actually I was also able to get a check back to dZvents by changing theme / emptying appcache and cache but at that point it did not reflect the actual status anymore. So dZvents was enabled even though the box was checked for disabling it and normal event were disabled even though the box...
